In a remarkable achievement, Vietnam surpassed its 2023 target for overseas labor contracts, sending a total of 111,507 workers abroad within the first nine months of the year. This impressive figure reflects an 8% increase compared to the same period in 2022 and demonstrates Vietnam’s commitment to providing global manpower solutions.
Asia Remains a Key Manpower Market
Japan continues to be the largest recipient of Vietnamese manpower, welcoming 55,690 workers in the first three quarters of 2023. Chinese Taipei (Taiwan) closely followed with 44,166 workers. South Korea and China also remain significant markets for Vietnamese manpower.
Europe’s Growing Demand for Vietnamese Manpower
European nations are increasingly turning to Vietnam for skilled and reliable manpower. Hungary, Singapore, Romania, Poland, and Saudi Arabia are key emerging markets demonstrating a strong appetite for Vietnamese laborers. The number of workers destined for these countries, while fluctuating, is poised for expansion in 2024.

Vietnam’s Manpower Success in Japan
Vietnam proudly holds the top position among the 15 countries sending interns to Japan. This achievement underscores the quality and adaptability of the Vietnamese workforce. From a modest 10,200 interns in 2013, the number surged to 82,700 in 2019. Despite pandemic-related disruptions, the number remained substantial at around 68,000 in 2022. Japan’s preference for Vietnamese manpower is evident, with over 50% of all overseas workers consistently being deployed to the country within recent years.
Hungary: A Promising Manpower Destination
Recognizing the potential within Hungary’s thriving labor market, Vietnam is actively pursuing a formal agreement to streamline the process of sending and receiving Vietnamese manpower. This collaboration would bolster protections for workers in both nations. Since 2018, over 2,700 Vietnamese workers have found employment in Hungary, with a significant influx of 1,148 workers in the first nine months of 2023 alone.
The Vietnamese government’s Department of Overseas Labor has authorized 25 recruitment agencies to facilitate the placement of manpower in Hungary. Across the nation, Vietnamese workers are demonstrating their value in diverse industries ranging from construction and manufacturing to agriculture and hospitality.
To ensure ethical and transparent labor export, the Vietnamese government prioritizes collaboration with Hungarian authorities through potential agreements or MoUs. It simultaneously reinforces domestic regulations, ensuring recruiting agencies share clear information about employment terms and worker rights.
